Policies on Gen Ed for Transfer Students

Policy decisions and questions/answers are listed in order by date of decision, with the most recent listed first.

How do we assure uniform evaluation of transfer credits?

Question raised at Gen Ed Implementation meetings 5/14/02 and 5/21/02

Transfer courses should be evaluated in line with Binghamton University's Gen Ed Guidelines, which is how the UUCC evaluates Binghamton courses for Gen Ed designation.

Have transfer students who have satisfied all of the SUNY Gen Ed requirements at their previous college completed our Gen Ed?

Question raised at Gen Ed Implementation meetings, 5/14/02 and 5/21/02

If a transfer student from a SUNY school has fulfilled a SUNY-GER requirement and it is listed on his/her GETA, we will accept it as fulfilling the corresponding Binghamton Gen Ed requirement. Students will still need to fulfill Binghamton Gen Ed requirements that have no SUNY-GER equivalent, such as Activity and Wellness, although transfer courses may be used to fulfill these courses. (Activity and Wellness will not be listed on a GETA.) Note that SUNY transfer students will need to fulfill both the Western World Civ and Other World Civ SUNY-GER categories in order to fulfill our Global Interdependencies requirement. The state allows double-counting in ways that Binghamton does not: courses can fulfill two SUNY-GER categories (but no more than two). However, in SUNY-GER, Humanities stands alone and cannot double-count.

Transfer courses for students from non-SUNY schools will need to be evaluated by the advisors in the appropriate school in order to determine if the student's General Education requirements are completed.

Do we accept a course with a D grade from a SUNY school for Gen Ed? What about a course from a non-SUNY school?

Question raised at Gen Ed Implementation meetings 5/14/02 and 5/21/02

If a course appears on the GETA (even if the grade is a D), we are required to accept it as fulfilling a Gen Ed requirement. For transfer students from non-SUNY schools, the decision of whether to accept D courses for Gen Ed is up to the advisor reviewing transfer courses.

Which school's transfer credit evaluation prevails with IUT and double degree students?

Question raised at Gen Ed Implementation meetings 5/14/02 and 5/21/02

The initial transfer evaluation will be honored for students who either IUT or who pursue a double degree.

What is the Binghamton equivalent to "Basic Communication" on the GETA?

Question raised at Gen Ed Implementation meeting 3/4/02

If a student's GETA shows the learning outcome for Basic Communication as completed, the student should be given the "J" (Joint Oral/Composition) since Basic Communication covers both our C and O requirements.

Exemptions for transfer students

Policy passed by the Binghamton University Faculty Senate 2/5/02; exemptions approved by SUNY-Central 4/11/02 (per email from J. DeFilippo)

Beginning in Fall 2002, transfer students will be subject to the same requirements that have applied to all who have entered as freshmen since Fall 2000 with the following exemptions:

  1. Binghamton has been granted a two-year delay for transfers regarding the Oral Communication requirement. This means that transfer students entering in Fall 2002 and Fall 2003 are exempt from the Oral Communication requirement.
  2. Binghamton has been granted a one-year delay for transfers regarding the American History component of the Pluralism requirement. This means that transfer students entering in Fall 2002 must fulfill Binghamton University's Pluralism requirement, but none will be required to take a course with a substantial component of United States History. (To use our informal terminology, all transfer students must complete a P course, but no transfer students need to take a "PH" course, regardless of their scores on the American History Regents exam.)

Note: The policy originally passed by the Faculty Senate stipulated that the exemptions for both the O requirement and the American History component of the Pluralism requirement would be in place for two years. SUNY-Central approved a two-year exemption from the O requirement but only a one-year exemption from the American History component of the P requirement .

Do transfer courses taken pass/fail satisfy the Gen Ed requirement?

Question raised at Gen Ed Implementation meeting 1/10/02

Binghamton University Gen Ed courses must be taken for a letter grade unless pass/fail is the only option. However, SUNY-GER says nothing about forbidding pass/fail grades. Thus, our GETA and other school's GETAs will show pass/fail courses as fulfilling Gen Ed requirements.
